Safari history, using a specific date (April 9th, which I believe is my login date) shows Facebook searches which are months old. How is this possible?

One thing I could possibly think of is the wrong date on your computer. Make sure that it's adjusted properly because this could also influence the search history. Also, your account or computer might be compromised or someone else from your family used the account and searched for various things (as shown in the search history). There are various actions you can do this time:
Secure your Facebook account with a new password and enable 2 Factor Authentication.
Check the clock settings to adjust them as necessary.
Ask around your family to see who used the account.
If the computer has been infected, run an antivirus solution. You can try BitDefender.
Once the History is deleted for a particular day, can I retrieve it?

No, it's not possible to recover the History logs once you delete them because the history records are stored in a single file and if choose to remove only a portion of the data, that single file will be modified. Even if you use a recovery tool, it won't have the possibility to recover only a part of the file.
I've checked to see if there is any information available for iCloud sync, but it will only work with tabs opened in Safari, meaning that you can use this feature to open the already opened tabs on Mac to iOS or any other supported device, but there was nothing about the History.
When trying to open some Internet related things, I get a screen saying "Safari is being updated. Safari can not be opened while it is being updated". Nothing will open. If I click on the screen it disappears and then another one, the same, appears. I click on that and it goes away and I am back to my desktop. To be able to open my document I have to do a restart of my computer. Only then can I connect to Safari.

If you're on Windows, simply reinstall the application, because the one of the update doesn't finish the procedure completely, that's why it gets stuck. But if you are on a Mac, go to /Library/Updates/ and launch the Safari PKG file manually and install it, and then it should return to its normal functionality. This is the only thing I have found for both operating systems.

I don't know how to do it with IDM, but I know that in Safari you should first open the video you want to download, make sure it's buffering, then open Window-Activity, find the Youtube part, now check the right side of the Activity Window, find a XX MB, once you found it, 2x click the link that have the XX MB, a Download Prompt Window appears, click "save", and when it finished, rename the file and add .flv (or .mp4 if you buffer higher than 360p) to it, enjoy the Video!!!
I'm trying to clear cookies. I go to Preferences, Show details, and then click Remove all. I close Preferences, re-open, and see that many cookies have already returned. What's going on?

It seems that your browser has a favorite used as a home page. Even if you clear your cookies and close the browser, when you open it up the browser loads the home page, thus saving new cookies and that's why when you press Details you will see new content. Cookies are saved by a webpage itself and ads, flash animations and basically everything that's on a webpage. On the other hand, cookies are simply text files which contain unharmful data. Clearing the cookies is recommended when you know for sure that the website you are accessing has new content, design or structure.
I have a new email address and want it to be the primary address for login instead of the old address. When I go to sites that I visit regularly, the old address still comes up and customer service said that the change has to be made on my computer, not on individual sites. Please give me instructions on how to change this setting.

You will need to start Safari then go to Safari > Preferences > Autofill and click Edit on the second option. Remove your old address then you can use a new one.
Https:// button allows you to see detailed information about the connection to the website you're visiting. This is something to tell you that your browsing experience is encrypted. You cannot remove something belonging to server-side operations. HTTPS is a protocol used on the World Wide Web.
Please check the settings of the Safari browser and remove any Proxies that are set up for browsing. Usually, a proxy is configured as a 3rd party application and that's why you get the above error.
You need to check the Internet connection on your Mac/PC then check the settings regarding proxy configuration. Go to Preferences > Advanced > Proxies and make sure that on the next window nothing is checked. Alternatively, re-install Safari using latest version, if possible.
